When the Excelsior Palace opened on New Year’s Day 1901 as the Kursaal Rapallo, it housed Italy’s first casino- luring Europe’s high society with roulette wheels and Riviera sunshine. But between 1917 and 1922, the palace became an unlikely diplomatic nerve center, hosting three major international treaties: the 1917 Allied summit plotting WWI’s endgame, the 1920 Italo-Yugoslav border agreement, and the 1922 Russo-German pact that rattled the postwar order. Diplomats negotiated Europe’s future in gilt salons where, decades later, Rita Hayworth and Ernest Hemingway would lounge poolside. A casino turned war room turned celebrity retreat- all under one vaulted roof.
